Anyone know how participants are chosen? Seems a little odd that a program with our record over the past decade would get invited anywhere.

I assume it's like the men's pre-season NIT, where bids are basically given to various leagues, who then determine their representative (probably with some feedback or veto power by the NIT). No conference gets more than one team in it, and teams usually do not return for at least 4-5 years. The committee generally invites enough mid-major and low-major conferences that the big boys figure to get a couple of likely wins before they are tested. Last year there were only four teams from the six BCS conferences out of the 20 teams in the event. Thus those four had a very good chance to advance to the final four in MSG.
On the men's side, the PL has had participating teams in 5 of the last 8 years, with American, Army, Holy Cross, Lafayette, and Navy all playing in it one time. The Ivy League has had 4 teams in it over that span (Columbia, Penn, Princeton, and Yale).
